How Council Tax Bands Work
Estimated 1991 value = Current value ÷ deflator ratioCouncil tax was introduced in the UK in 1993 as a replacement for the Community Charge (poll tax). Every domestic property is placed in a valuation band based on its estimated open-market value at a specific date:
- England and Scotland: valued at 1 April 1991 prices
- Wales: revalued at 1 April 2003 prices (with a ninth band, I, added)
The amount of council tax you pay is determined by your band and the rates set by your local authority. Band D is the reference band, and other bands are calculated as a proportion of the Band D charge.

How are council tax bands determined?
Council tax bands are based on the value of your property at a specific historical date. In England and Scotland, properties are valued at their estimated open-market price on 1 April 1991. In Wales, properties were revalued based on prices on 1 April 2003. The Valuation Office Agency (VOA) in England and Wales, and local assessors in Scotland, assign each property to a band.

Actual council tax bands depend on the specific value of your property at the time of valuation, which can vary significantly by location, property type, and condition. Why are council tax bands still based on 1991 values?
England and Scotland have not revalued properties for council tax since the system was introduced in 1993 (based on 1991 values). Wales carried out a revaluation in 2003 and added a ninth band (I). There have been ongoing discussions about revaluation in England and Scotland, but no changes have been implemented yet.
Does Northern Ireland have council tax?
No. Northern Ireland has a separate system called domestic rates, not council tax. Domestic rates are based on the capital value of a property as at 1 January 2005 and are administered by Land & Property Services (LPS). This tool does not cover Northern Ireland.
Can I challenge my council tax band?
Yes. If you believe your property has been placed in the wrong band, you can challenge it. In England and Wales, contact the Valuation Office Agency (VOA). In Scotland, contact your local assessor via the Scottish Assessors Association. Be aware that a challenge could result in your band going up as well as down.
